2009 EYC Ponce de Leon Dinghy Series

Concept
Three Sundays of fun low-key dinghy racing for adult and junior sailors. No yacht club affiliation is required.
Location
Racing will occur as close to the Marblehead harbor entrance as is practical given each day's level of activity on the water.
Rules
The regatta will be governed by the Racing Rules of Sailing (RRS), the appropriate class rules, and this Notice of Race (NOR) (except as any of these are changed by the sailing instructions) and by the Sailing Instructions.
The Organizing Authority is the Eastern Yacht Club (EYC)
All sailors shall wear a properly fastened USCG approved personal flotation device at all times while on the water except while changing clothing.
Eligibility
Yacht Club affiliation is not required. The Regatta is open to Lasers and 420s.
In the event fewer than four boats register for a class, EYC reserves the right not to provide a start, in which case registration fees will be returned and registrants will be informed.
Entry
Entry forms are available below. Sailors may enter the full series of three Sundays ($40 entry fee), or choose to enter one day at a time ($20 per day entry fee).
Entry forms for the full series are due September 12, 2009, after which a late fee of $10 will apply.
Single-Day entries ($20) are due by the Thursday prior to the day you intend to race. Single-Day entries received later will be subject to a $5 late fee.
Entries will be accepted up until 11:00 a.m. on the morning of any race day. No "sail-ins" will be allowed.

Daily Schedule
As many quality races as possible will be sailed each day.

1600 No races will be started after 1600
Penalty Systems
The two-turns penalty will apply.
Scoring
The Low Point System of Appendix A of the racing rules will apply. For each 6 races that are completed, each boat will exclude one score from her series score. One race shall constitute a series.
Prizes
Trophies will be awarded to winner of each race, as well as an overall trophy for each day.
Launching & Storage
The EYC will provide parking space for boats and trailers from the first to last day of the series. Launching will be from the EYC/Pleon Yacht club ramp and beach. All boats and trailers must be removed from the Eastern YC premises after the last day of racing.

1 RULES
The regatta will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012.
2 ENTRIES
Competitors may enter by delivering a completed entry form and paying the entry fee in accordance with the Notice of Race.
3 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located near the EYC front desk.
4 SIGNALS MADE ASHORE
Signals made ashore will be given orally by the Race Committee at the competitor's meeting or on the dock prior to departure of the boats.
5 SCHEDULE
A competitors' meeting will be held at 1130 each race day. The warning signal for the first race will be 1230 each day. Subsequent races will be held as soon as possible after the end of the previous race. No race will be started after 1600.
6 STARTING ORDER
The starting order for the first race will be Laser Class followed by 420 Class. The Race Committee will identify the starting fleet by oral notice or by writing on a white board. Competitors are expected to check-in with the Race Committee upon arriving at the racing area.
7 RACING AREA
The racing area will be near the mouth of Marblehead Harbor, and announced more precisely at the competitors meeting each day.
8 COURSES and MARKS
The courses will be either windward -leeward identified by the letter "W" and the number of legs (W-2 means 2 legs) or triangular, identified by the letter "T" with all marks taken to port. The course will be announced prior to the start by oral notice from the Race Committee or writing on a white board. It is the competitor's responsibility to inquire and obtain course announcements prior to each race. Marks of the course will be orange-red balls (hippity-hops)
9 STARTING AND FINISHING LINES; STARTING SYSTEM
The starting and finishing lines will be between a flag on the race committee boat and the course side of a nearby mark. The Sound Signal Starting System of Appendix Q will be used. OCS boats will be identified by hailing the sail number.
10 TIME LIMIT
The time limit for each race will be 35 minutes for the first boat to finish. Boats finishing more than 20 minutes after the first boat that sails the course finishes will be scored DNF. This changes RRS 35.
11 PROTESTS
Protests will be delivered verbally to the race committee following each race and will be decided on the water by the race committee.
12 SCORING
